About us

The Global Fund is a 21st-century organization designed to accelerate the end of AIDS, tuberculosis and malaria as epidemics. This partnership between governments, civil society, the private sector and affected communities represents a new approach to international health financing. The Role

The grant management Operational Efficiency Team is responsible for coordinating the continuous improvement approach through ongoing review, optimization, integration and enhancement of grant management operational policies/grant management regulations, procedures and system design. In addition, the team is the overall business process owner for critical Grant Management processes, including grant making, Principal Recipient reporting,
governance & implementation arrangement, grant revisions, and grant closure.

This position plays a critical role organizationally in overseeing the end-to-end development of key grant management processes that impact over 400 staff and tens of thousands of individuals working in over 100+ countries.

 

Key responsibilities

  • Work with in-country implementers to assess the impact of operational policies, procedures and systems and to collect input to improve future development.
  • Coordinate the continuous improvement approach through ongoing review, optimization, integration and enhancement of the Global Fund’s grant management policies, procedures and system design.
  • Overseeing the design and delivery of the IT systems as the key business owner and interface with the Global Fund’s IT department.
  • Work with the Grant Management Change Coordination team to design rigorous change management programs to roll out changes effectively to Global Fund’s country facing staff of 400 individuals and organizations implementing Global Fund grants in over 100+ countries.
  • In coordination with the Data and Analytics team, define risk-based monitoring approach for grant business processes and grant data quality review; including setting targets for process improvements and overseeing ongoing monitoring and exceptions tracking of implementation of business processes to report to senior managers and feedback to business owners.
  • Work with the Global Fund senior management, including GM Directorate, Head of the Grant Management Division, SteerCo (MEC-level membership) to facilitate the implementation of changes resulting from proposed improvements

 

The Candidate

 

We are specifically looking for an ex-Project Manager/Manager with proven experience of the process and business improvement.

 

Ideally, they will exhibit:

  • Extensive knowledge and professional experience obtained with an international firm, a commercial or investment bank, bilateral or multilateral aid agency, or government department
  • Track-record of leading business process improvement projects or embedding continuous improvement processes, including integration into IT systems and ongoing monitoring and reporting of implementation
  • Experience project managing complex, cross-division projects to achieve on-time and quality deliverables, including incorporating effective change management techniques into project planning
  • Experience managing teams collaboratively and effectively in complex, multi-disciplinary and diverse environments

Desirable Experience

  • 10-15 years of experience
  • Hands-on experience of Global Fund grants, within the Secretariat, as a Recipient, a Local Fund Agent or a partner organization
  • Knowledge of Salesforce Platform
  • Knowledge of policy development
  • Knowledge of data management and quality monitoring
  • Experience working in a developing country with an International Organization, Government or Multinational Company
  • Extensive experience in successively more demanding positions in international development, with several years in senior professional level/managerial positions; in health development an asset.
